Porgera Restart Status

New Porgera Limited (NPL) is pleased to announce that the restart of Porgera is progressing well and is on track. First gold production is expected to be achieved in Q1 2024, as planned, subject to the Highlands Highway continuing to remain open and no further vandalism of project infrastructure.  NPL General Manager, Chad Coulin, acknowledged the tremendous effort made by the NPL workforce and the support of the regulator, the Mineral Resources Authority, to restart the Porgera mine in compliance with the laws of Papua New Guinea (PNG).

New Porgera Limited (NPL) endorses the recent media statement by the Mineral Resources Authority, acting Managing Director, Jerry Garry, that the signing of the Mining Development Contract and the grant of Porgera Special Mining Lease 13 fully complied with PNG processes and law.   Although SML13 has now been granted under the Mining Act, no mining activities can be conducted by NPL prior to compensation being agreed with landowners or otherwise determined in accordance with the Act.

BARRICK READIES PORGERA FOR RESTART

Barrick Gold Corporation (NYSE:GOLD) (TSX:ABX) is aiming to restart operations at the Porgera gold mine later this year, president and chief executive Mark Bristow says.
 
This follows the Security Forum and the opening of the Development Forum on July 20, a precondition for the granting of a special mining lease, by the Minister of Mining, the Hon Sir Ano Pala, at an event attended by the Prime Minister, the Hon James Marape, the Governor of Enga Province, Sir Peter Ipatas and several thousand Porgerans.   At the same event, the Mining Minister told the audience the maintenance of law and order was critical for the successful restart and operation of the mine.

Resolution of Porgera Tax Matter

Barrick (Niugini) Limited (BNL) and the Internal Revenue Commission of Papua New Guinea (IRC) are pleased to announce that BNL, Barrick Gold Corporation, and the IRC have settled all disputes and issues relating to old Porgera tax matters on terms satisfactory to the parties.
 
Although BNL and Barrick had the option of appealing the objection assessment, the parties resolved to settle the matter amicably in the interest of reopening the Porgera mine.  The settlement enables BNL and the State to reopen Porgera as soon as other pending matters are finalised.

Porgera Restart: Benefits to be Shared Fairly, Transparently

New Porgera Limited (NPL) would like to clarify certain matters related to the reopening of Porgera gold mine that have been the subject of speculation and considerable misinformation in the national media over the past week. 
The benefit sharing terms agreed between the State, Barrick Niugini Limited (BNL), Kumul Mineral Holdings Limited (KMHL) and Mineral Resources Enga Limited (MRE) to restart the mine ensure a transparent and fair distribution of the overall economic benefits that will be generated by Porgera over its 20-year mine life. 
Over the life of mine, PNG shareholders comprised of Porgera landowners, Enga province and the State (including KMHL, which will hold the equity in new Porgera on behalf of the State) will receive 53% of Porgera’s overall economic benefits.  BNL will receive the remaining 47%.

The New Porgera Progress Agreement (NPPA), signed today, confirms that all parties are committed to reopening the mine at the earliest opportunity, in line with the terms of the Porgera Project Commencement Agreement and the New Porgera Limited Shareholders Agreement both concluded in 2022.  The New Porgera project team will now move ahead with the filings for a special mining lease and progressing the other conditions set out in the Commencement Agreement for the reopening of the mine.

Porgera Mine restart remains on hold

Barrick Gold Corporation Chief Executive Officer Mark Bristow has urged all PNG parties involved in the Porgera Mine reopening negotiations to complete the process by the end of the first quarter 2023.
 
Bristow was in country as part of his quarterly visits to all Barrick owned and operated mines. In Port Moresby, Bristow met with Prime Minister James Marape, Mining Minister Sir Ano Pala, State Owned Enterprise Minister William Duma, Internal Security Minister Peter Tsiamalili Jr, Vice Minister of State Negotiations Jimmy Maladina, State Solicitor Daniel Rolpagarea and State Negotiation Team Chairman Dairi Vele.  He also travelled to Porgera to meet with landowner and community leaders. This is Bristow’s 17th visit to PNG since joining Barrick as CEO in 2019.

Recruitment situation at Porgera Mine

Barrick (Niugini) Limited (BNL) would like to clarify that Porgera Mine remains in Care and Maintenance and the current limited rehiring of a specially skilled workforce is only to assist with ongoing maintenance work at the mine.
 
A protest was held in Porgera on Friday claiming that BNL’s current recruitment process was improperly overlooking unemployed locals within the Special Mining Lease area.  BNL completely rejects those inaccurate claims.
 
Since the mine was placed into Care and Maintenance in April 2020, BNL has invested more than one billion kina in good faith in the hope and expectation that the various contractual and regulatory conditions for the reopening of the Porgera mine can be satisfied to allow for the restart to occur.

With this, the communities will now receive electricity supply starting at 6.00pm to 6.00am daily. Barrick (Niugini) Limited (“BNL”) said today the Government’s decision and the consequent suspension of mining operations could result in possible termination of the more than 3,600 direct employees; loss of work for over 1,000 contractor companies;  loss of 1.5 MegaWatts power supply to Porgera communities, supplied free; no support for local institutions including Paiam Hospital and Porgera Development Authority; and immediate loss of tax revenue streams, royalties and equity distribution payments, which totalled more than K500 million in 2019, among others.

Porgera Mine Temporarily Suspends Operations

The Porgera Mine in Enga Province has suspended Mine operations in order to ensure the safety and security of employees and communities. This comes after the PNG Government's announcement Friday 24 April 2020, that it refused to extend the special mining lease to applicant and current operator Barrick (Niugini) Limited ("BNL"). Critical safety, security and environmental personnel at the Mine will remain operational during this period, and Mine Management is hopeful that full mining operations will resume in the future.

BNL cites the Government did not follow due process in reaching its decision and also is in violation of the Government's legal obligations to BNL.

In 2017, BNL had applied to the PNG Government for the extension of the SML by another 20 years, allowed under the PNG Law.

The Porgera Gold Mine in Enga Province, Papua New Guinea, is owned by the Porgera Joint Venture (PJV).

It is operated by Barrick (Niugini) Limited (“BNL”) which owns 95 percent participating interest in PJV. The remaining 5% is owned by Mineral Resources Enga (MRE) Limited.
